What the law asks for
Give the public notice ahead of time. State a purpose before you close the doors. Attribute every vote to the member who cast it. Keep a durable record anyone can request. Those four obligations show up in all fifty states, and they are the spine this product is built on.
Agenda posting is timestamped in an append-only log. When someone asks whether notice went up in time, you produce the record instead of an argument.
Notice & postingThe stated purpose is selected when you build the item, printed on the public agenda, and carried into the closed minutes automatically.
Closed sessionOpen and closed minutes are separate documents throughout the system, because they are separate documents in law. Closed minutes never surface in a public view.
Minutes of recordEvery recorded vote is attributed to the member who cast it, with abstentions and recusals captured rather than inferred from a tally.
Voting recordAgendas, packets, minutes, and attachments stay linked to the meeting they belong to, so a public records request is a search rather than an excavation.
Public recordsPublished meetings stay reachable at the same address years later. Archiving a meeting removes it from the front page, never from the record.
RetentionSign-ins, permission changes, publishes, approvals, and deletions are recorded with the user, timestamp, and IP address.
